Group B Arrestees and Arrest Transaction Numbers (ATN) in XML

- When a Group B arrest includes several arrestees, the arrestees should be within the same <Report> tags and they should all have the same Arrest Transaction Number. If 2 arrestees have different ATNs they should be separated with <Report> tags. There is no requirement to group multiple arrestees together under a single Arrest Transaction Number, although it can be done if desired.
- If there are two arrestees under one arrest transaction number, they are each identified/distinguished by the sequence number, stored in the <ArrestSequenceID>. You can delete each arrestee individually by submitting a <Report> tag with just one <Person>/<Arrestee>/<Arrest>, or you can submit a <Report> tag with multiple arrestees being deleted, where each is identified by the sequence number.
