To install WDS on a new installation of Windows Server 2019, first add the Web Server (IIS) role. This

prepares Windows Server 2019 to act as an application server.

To add the Web Server (IIS) role to Windows 2019: 

1. Open the Server Manager from the Start menu and select Local Server, click on Roles and Features Tasks, and select Add Roles and Features

2. The Add Roles and Features Wizard screen appears. Click Next.

3. The Select Installation Type screen appears. Select Role-based or feature-based installation and click Next.

4. The Select destination server screen appears. Select Select a server from the server pool, select your server, and click Next.

5. The Select Server Roles screen appears. Select Web Server (IIS)

6. A popup appears asking about adding features that are required for Web Server (IIS). Select Include management tools (if applicable) and click Add Features

7. Click Next

8. The Select features screen appears. Select the following:
.NET Framework 3.5 Features
ASP.NET 4.7

9. Click Next

10. The Web Server Role (IIS) screen appears. Click Next

11. The Select role services screen appears. 

12. If you wish your IIS site to use Basic Authentication or Windows Authentication, under Security select:

13. Under Application Development select:
.NET Extensibility 4.7
ASP

14. When you select ASP, the Add features that are required for ASP popup appears. Select Include management tools (if applicable) and click Add Features

15. Select ASP.NET 3.5

16. When you select ASP.NET 3.5, the Add features that are required for ASP popup appears. Select Include management tools (if applicable) and click Add Features

17. The Confirm installation selections screen appears. Click Install
