Scenario
The incident consists of multiple property offenses both attempted and completed and includes a drug possession offense of 35A how is this handled on XML.
Solution
A completed 35A requires a description of drugs. If some drugs are seized, they will appear in a SEIZED (6) property segment (or <substance> tag). If no drugs are seized, a description (without quantity) will appear in a NONE (1) property segment or <substance> tag). If there is no evidence of drugs involved, how can there be a 35A?
A record that has both an attempted property crime (e.g. 23D) and a completed 35A will always have a NONE property record (logically connected to the attempted 23D). If no drugs are seized, this NONE record must contain a description of the drugs for the 35A, and will therefore also be logically connected to the 35A. Obviously, if drugs are seized, there will be a SEIZED property record adjacent to the NONE property record.
Based on these two points, we have modified our logic for the 352 and 392 errors so that if there is a 35A offense and a NONE property record in the same segment, the NONE record must have drugs in it unless there is also a SEIZED property record.
I have a suspicion that the FBI rules are quoted the way they are because they process the NONE property record before the SEIZED one (or used to before UCR-TR), which means that they cannot implement this logic.
