Many RMS systems require that agency users delete an existing incident before resubmitting with newer details. This is not required when using Crime Insight Repository. 


Crime Insight Repository is designed to handle the deletion of the existing incident data for you automatically. This is true whether you are submitting a file upload, or using the Incident Editor. 


When you submit a file, Crime Insight knows that newer incident data is available, and providing there are no issues introduced with the new file, its data will be used. Similarly, when you use the Incident Editor, a new file is uploaded for you once you've saved. 

Crime Insight will automatically add the Delete record when sending data to the FBI, if the system believes that the FBI already has it on file.

There have been some instances where we submitted data to the FBI without the preceding delete record because we weren't aware that the FBI had the data.  We are working on a solution to ensure that we handle this correctly in the future.


An exception to this rule is when an incident number was used for a Group B arrest and it will be changed to a Group A incident or vice versa. When changing the type of record in this way you must submit a delete for the old record type before submitting the replacement. E.g. if you submitted a Group B arrest and you want to later make it a Group A you must submit a Group B delete before submitting a Group A insert where the Group A Incident Number is the same as the Group B Arrest Transaction Number. Conversely, if you submitted a Group A Incident and you want to later make it a Group B arrest you must submit a Group A delete before submitting a Group B arrest where the Group B Arrest Transaction Number is the same as the Group A Incident Number.


When we want to change ORI for a submitted incident, we also need to delete the existing incident before submitting it again for another ORI. To do this properly you should:

  1. Delete the incorrectly uploaded incidents
  2. See if there were previous versions of the incorrectly uploaded incidents
  3. If there were previous versions of the incorrectly uploaded incidents, upload them again
  4. Upload the incidents with the correct ORI
